Detailed Job Description: ITS is responsible for the development, ongoing maintenance, and support of
the legacy UNISYS Welfare Management System Services (WMS-Services)
application and requires expert Unisys COBOL application Developer/analyst.
This position performs specialized WMS Services support functions using
Unisys COBOL, DMS, DPS, QLP, LOUIS II and OLTP for interfacing with other
Unisys applications and servers.
WMS Services is used by all local districts in New York State including New
York City. WMS supports all aspects of Title XX Services and SERMA
processes and is the record of authority for critical agency information
including applications, eligibility, daycare, Foster Care, and Protective
Services. WMS contains both "inter-agency" and "intra-agency" interfaces as
follows: CONNECTIONS - intra-agency, Benefit Issuance Control System
(BICS) - inter-agency, EMEDNY inter-agency, Sydney on SQL (SOS), WMS
and the OCFS Data Warehouse (DW). The individual hired will be an
experienced Unisys/COBOL programmer for the Welfare Management System
(WMS) Services project team. The WMS Services online sub-system provides
the user with transactions to enter and update WMS demographical data to
process an application, case, vendor, payment and code value data relating to
services provided by vendors. The information entered and updated is for the
following services: Adoption, Adult, Independent Living, Day Care and Foster
Care. Some data is entered through the CONNECTIONS application and then
sent to WMS. The remaining data is entered by the Local District Social
Services (LDSS) using the WMS Services Online application. Both entry
methods will create pending areas and the information will be loaded into the
database as part of the overnight batch update process. WMS Services
application which is a management information system developed to improve
the administration and control of LDSS programs. WMS Services input is
comprised of online transactions, batch jobs and reports that are accessed by
workers in the LDSS through PCs.
