Long term contract. Exciting Project

The BA will conduct requirements analysis of the state systems and document requirements to assist in implementation of IES. Initial focus will include participating in rules extraction efforts of existing state systems, executing quality control tasks as related to the rules extraction process including verifying 100% coverage, and consumability of outputs by IES business partners and business analysts to inform the to-be system business rules, identifying rules to carry forward into the to-be system and those that will be ending in collaboration with agency business partners working within the guiderails of the project scope.

-Identify and document as-is and to-be IES system requirements and design using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups;

-Meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements;

-Produce work products that reflect and ensure system planning, design, and delivery are in line with business needs;

-Conduct work product peer reviews and assist in internal review process;

-Understand and adhere to project timelines and priorities;

-Work with blended teams of State and vendor resources.

Mandatory Qualifications

The number of years’ experience required for each position will be based on the Job Title and Skill Level requested for the position as per-established in the Contract/RFP. Your required years of experience for a given Mandatory Qualifications requirement should be reflective of that pre-established criteria. (If for example, a level I position which requires more than one (1) but less than four (4) years' experience, then a specific Mandatory Qualification (e.g., COBOL programming experience) cannot require the candidate to have more than 4 years or less than 1 year of COBOL programming experience.

Additional Mandatory Qualifications:

1. More than seven (7) years of client focused business and requirements analysis experience and documentation including:

• Conducting and leading requirements gathering sessions

• Analyzing requirements gathered

• Identifying, documenting, and validating system requirements for continuous integration and deployment.

• Preparing proposals for best fit technology based on requirements elicited

2. More than seven (7) years of experience working on enterprise level software development projects with an active role in working with Customers, Project managers, Technical team, and other Business Analysts

Desirable Qualifications

As noted above, the number of years of experience required for each position will be based on the Job Title and Skill Level requested for the position as pre-established in the Contract/RFP. Your required years of experience for a given Desirable Qualification should be reflective of that pre-established criteria. (If for example, a Level II position which requires at between 5- and 7-years’ experience, then a specific Desirable Qualification cannot require the Candidate to have more than 7 years of such experience. The number of years of experience for a given specific Desirable Qualification experience may however be lower than the minimum threshold established for the Skill Level.)

1. More than seven (7) years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, and case management of SNAP, HEAP, PA, & Child Care.

2. More than seven (7) years of experience identifying, documenting and validating system requirements on a mainframe modernization project covering multiple complex functional domains.

3. More than seven (7) years of experience on projects analyzing, extracting, transforming, and documenting legacy systems' functionality, system logic, and business rules.

4. More than seven (7) years of experience conducting business process analysis and optimization in a technology environment, while documenting the As-Is and proposing the To-Be states.

5. More than seven (7) years of experience implementing web based, client facing applications.

6. More than seven (7) years of creating requirements documentation such as: Use cases, Screen prototypes, Specifications, and adhering to pre-established templates and utilizing a requirements management tool similar to Blueprint.

7. More than seven (7) years of experience of working independently in conducting the full analysis of a project.

8. More than seven (7) years of experience facilitating meetings, workgroups, etc.
